Arbitrator sides with union on premiums

An arbitrator is siding with state workers who gave the thumbs down to a state plan that would have made them pay up to 15 percent of their monthly healthcare premiums.  Instead, the arbitrator opted for the employee union’s 20 dollars a month proposal.  The governor’s office says the change will cost taxpayers an extra 24-million dollars a year.
