DHS chief defending his job

The head of DHS is defending switching the state from Medicaid to managed care, and shutting down two state mental health facilities.  Charles Palmer told a senate panel the department was facing budget cutbacks when he recommended closing Clarinda and Mount Pleasant. The senate has to confirm Palmer’s appointment for him to continue on the job.
